Kelley Course Proposal Guide
For successful submissions of new courses, course changes, and experimental courses, please follow the steps below.New Course proposal
- Department Approval - Obtain department approval
- Course Number - Obtain SIS course number from Cody Evans, Scheduling Coordinator, by emailing him at willevan@iu.edu.
- IU Proposal Submission - Contact Cody Evans at willevan@iu.edu with a syllabus and a completed NEW COURSE CARMIn spreadsheet document filled out for IU’s remonstrance system. If not all information is available at this time, the proposal will not move forward until the CARMIn document is completed.
- KCMs Proposal Submission – Once the proposal has been submitted to Cody, the proposal will be entered into the Kelley Course Management System (KCMs).
- KCMs Routing - The Associate Dean for Faculty and Research will route proposals to the Department Chair Committee (and Kelley Institute of Business Analytics Directors when necessary).

KCMs Voting - Committee members will receive an email notification when a new proposal is ready for review and voting.
- Voting is open for 7 calendar days.
- Voters may change their vote as many times as they’d like within that time.
- Voting For or Abstain: allows the proposal to proceed to the policy committee.

Voting Against: if someone votes “Against” a proposal, they will email the Department Chair who submitted the proposal and give them reason(s) for their vote.
- For any proposal that receives a vote against it, both the proposing chair and those who voted against it will strive to reach a compromise.
- If resolution is not achieved, the proposal will move to the next Department Chair Committee meeting to be discussed and voted on. The proposal will move forward if it receives >50% of the votes For/Abstain. If the proposal receives <50% For/Abstain votes, it will be rejected.
- If resolution is achieved, the proposing Department Chair will update the proposal status in KCMs. (The proposal can be located on the homepage in the Awaiting Resolution section). Updating the status will send an email notification those who voted against it that they need to log into KCMs and confirm the issues have been resolved. Once this is completed, the proposal will move forward to the appropriate Policy Committee.
After everything is approved in KCM it will be submitted in CARMIn to start the IU approvals.
Course Change proposal

Activity in KCMs for Department Chairs is complete at this point. They have the ability to track the status of their proposals within KCMs but will not be able to interact with them directly.

Experimental Course proposal

- KCMs Proposal Submission – Contact Cody Evans at willevan@iu.edu with a syllabus and a completed NEW COURSE CARMIn spreadsheet document filled for IU’s remonstrance system. If not all information is available at this time, the proposal will not move forward until the CARMIn document is completed.

- KCMs Additional Information – Once proposal receives final approval from the Department Chair Committee, an email notification will be sent to the proposing chair. Additional information is needed so that the course can be entered into SIS and offered to students. No further action will be taken in KCMs on this proposal.
Program Change – “Bulk” proposal
Because of the extensive nature of changes needed for degrees, majors, minors, and certificates, the approval process will be handled differently than course proposals. The initial work will take place outside any software system and will consume the majority of time needed for the approval process. Once the proposal has gone through each of the committees listed below, it will be entered intoMaterials needed for a “Bulk” Proposal:
- Memorandum of curricular changes and the rationale for each of the changes.
- Draft syllabus for each new course or course change
- Fill out New Course or Course change CARMIn documents
- Submitted to Cody Evans at willevan@iu.edu to submit into KCMs. When approved it then is submitted to CARMIn in the various individual parts
- The Appropriate Policy Committee Chair will mark as approved in KCMs
- Agenda Committee Chair will approve
- Academic Council Chair will approve
- Faculty Chair will approve
